Differences
In the simplest of explanations, HPT focuses on solving performance problems specific to corporations using a variety of intervention methods, while IT focuses specifically on instructional interventions. Instructional solutions are just one of the possible interventions that may be applied by HPT practitioners. Therefore, some may consider IT a subset of HPT.
Differences between HPT and IT (Aziz, 2013):
HPT:

Focus: Identifying and closing performance gaps
Expertise: Performance assessment, learning and non-learning intervention, evaluation
Possible HPT interventions outside of instruction:

• Selection of workers with desirable knowledge, skills, and attitudes
• Culture change (selling, organizational development)
• Incentive and feedback systems
• Organizational communication
• Facilities design
• Tools design
• Job aids
IT:
Scope: Addresses knowledge, skills, and gaps at the individual level
Focus: Crafting and implementing appropriate learning strategies for individuals and groups
Expertise: Learner assessment, ADDIE
